Impact of carbon emission trading on regional development disparities and its mechanisms

Abstract
Responding to climate change and realizing the'dual carbon'goals are a major strategic decision for China.However,poli-cies aimed at carbon emission reduction tend to affect the regional carbon emission level and accelerate the trans-regional flow of fac-tors,which will have an impact on regional economic development and lead to changes in regional development disparities.In view of this,exploring the impact of carbon emission trading on regional development disparities is of great significance in narrowing such dis-parities and achieving coordinated regional development.Based on the statistical data of 402 cities(districts)in China from 2009 to 2020,this study systematically measured the intra-regional(within a province)and inter-regional(between provinces)economic devel-opment disparities and empirically explored the impact of carbon emission trading on such disparities and the mechanisms of the im-pact using the difference-in-differences(DID)model.In addition,this study further explored heterogeneity in terms of the disparities re-sulting from geographic location and regional industry types.The results showed that:① As a whole,China's regional development dis-parities were shrinking,and intra-regional development disparities are the main cause of the overall regional development disparities;from the perspective of each region,the intra-regional development disparities in the western region are obvious,while the high speed of the development in Beijing,Shanghai achieving and other places made them maintain large inter-regional development difference with other regions.② Carbon emissions trading could alleviate intra-and inter-regional development disparities and promote coordinated re-gional development,but there was a transmission effect in the process,i.e.,it could affect intra-regional development disparities first and then inter-regional development disparities.③Mechanism research showsed that the impact of carbon emissions trading on intra-and inter-regional development disparities could be realized by reducing the level of industrial agglomeration,improving the level of hu-man capital,promoting the development of green finance,and improving the level of technological innovation.Among them,only the re-duction of industrial agglomeration level could alleviate both intra-and inter-regional development disparities.The study reveals the link between carbon emissions trading and regional development disparities and its impact mechanism,which provides a theoretical ba-sis for China to optimize its carbon emissions trading system and expand the path of coordinated regional development.关键词
