多年来,安徽省持续从"三道防线"(气象卫星和测雨雷达、雨量站、水位站)、群测群防体系、"四预"(预报、预警、预演、预案)能力建设3个方面发力,不断提升山洪灾害防御能力.针对山洪灾害"四预"能力提升工作中存在的预报精准度不高、"叫应—反馈"机制落实不到位、山区流动人员预警靶向性不足等重难点问题,探究解决技术路径.在实现数字孪生小流域"四预"通用功能基础上,围绕应用分布式水文模型、全过程递进式预警、智能AI语音叫应、基于位置服务(LBS)靶向预警、数字化场景预演等进行创新与改进,切实以数字化和智能化为山洪灾害防治赋能、增效,全面提升山洪灾害防御精细化水平.

For many years,Anhui Province has continuously made efforts in three aspects:the"three lines of defense",the group measurement and prevention systems,and the"FEDE(forecasting,early warning,drilling and emergency plan)"capacity construction,continuously improving the ability to defend against mountain flood disasters.In response to the key and difficult problems in improving the"FEDE"ability of mountain flood disasters,such as low prediction accuracy,inadequate implementation of the"call-response feedback"mechanism,and insufficient targeting of early warning for mobile personnel in mountainous areas,explore technical paths to solve these problems.On the basis of realizing the universal functions of"FEDE"in digital twin small watersheds,innovative applications are carried out in distributed hydrological models,progressive warning throughout the process,intelligent AI voice"call-response",LBS targeted warning,digital scene rehearsals,etc.,effectively empowering and increasing efficiency for mountain flood disaster prevention and control through digitization and intelligence,and comprehensively improving the level of refinement in mountain flood disaster prevention and control.
