"五治融合"中乡村治理共同体生成机制研究

Abstract
The establishment of a rural governance system of"Integration of Five-sphere Governance"is not only the specific requirement of the modernization of rural governance,but also an effective way to promote the construction of rural governance community.In the exploration of rural governance in Baihang Community in Fuyang City,it is found that the community promotes the construction of new countryside in Baihang central village in accordance with the requirements of new rural construction,and empowers various village-level organizations with poverty alleviation,letters and visits and contradiction mediation as bridges.This paper establishes and improved the system and mechanism,so that rural economic development and governance can be organically combined,and then realize the organic integration of the"five governance"through the overall planning of grid management and the coupling of multiple subjects.In the whole process,the"five old people adjusting affairs"is the powerful founder and executor of the rule basis,and all kinds of village-level organizations of"branch talking about affairs"and"grid dealing with stewards"are linkage hubs.The interest connection mechanism established by"mass discussion"on the basis of collective economic development is the power source of"Integration of Five-sphere Governance"and even the construction of rural society as a whole,and the core of"Integration of Five-sphere Governance"lies in the coupling between multiple subjects of rural governance.Through the construction of value community,organization community and action community,it is expected to promote the formation of rural governance community.关键词
