Abstract
Based on the perspective of territorial spatial governance,we elaborated on the connotation of connection between territorial spatial planning and use control,clarified the starting point and focus of use control reform,and analyzed the problems and solutions of connection between the two from various aspects of planning preparation,approval,implementation and supervision throughout the entire lifecycle manage-ment.We found that achieving comprehensive integration between the two in terms of governance content,governance timing,governance authority,governance efficiency could improve the pertinence and practicality of planning and implementation,and the efficiency and effectiveness of use control.In the connection process of them,efforts should be made to resolve existing problems and avoid misunderstandings from the perspective of institutional design.Exploring the construction of a coordinated system with joint efforts,a comprehensive transmission system,a system of equal rights and responsibilities,and a closely related supervision system can achieve seamless connection between territorial spatial planning and land use control.Starting from the needs of territorial spatial governance,it is necessary to fully connect the spatial system,transmission mechanism,authority hierarchy and implementation supervision.By introducing relevant policies and regulations,improving technical standards,and establishing linkage mechanisms,it provides guarantees for the connection between the two,which helps to improve the level of territorial spatial governance.关键词
