Empowering Public Governance with the Government Metaverse:Governance Opportunities and Risk Responses
摘要
Abstract
The government metaverse is a new model of government governance and a new system of public service supply that combines virtual and real worlds.With its strong technological support,the government metaverse can not only demonstrate strong organizational integration,task motivation,and community autonomy functions in the field of public governance,but also drive the dual transformation of internal organizational change and external governance.From the perspective of internal organizational changes,the government metaverse will promote the optimization of government service efficiency,more effi-cient interaction between the government and the people,and continuous innovation of governance rules.From the perspective of external governance transformation,the government metaverse will achieve the reshaping of the credit system,security sys-tem,value system,and refinement of the governance system in the field of public governance.With the increasing influence of the virtual world on the real world,traditional bureaucratic systems and governance paradigms will face challenges,such as political security caused by digital technology dependence,virtual world regulatory difficulties caused by digital identity,and new regulations in the digital world challenging the authority of traditional bureaucratic rules.Firstly,the country must active-ly layout the government metaverse,promote the nationalization of key digital assets and computing power facilities,in order to break the external dependence of digital technology.Secondly,the country must accelerate the construction of new regula-tions for the supervision of digital identity with the endorsement of national credit.Finally,the country must increase the country's discourse power and action ability in the metaverse space to break the monopoly of technology giants.关键词
