基于多层级目标耦合的城市内涝防治研究
Study on urban waterlogging prevention and control based on multi-level targets coupling

Abstract
Aiming at the current issue of standards disconnection between municipal and water conservancy drainage systems,we proposed multi-level targets for urban waterlogging prevention and control,and set three levels of urban waterlogging preven-tion and control standards,which were"no water accumulation on the ground within low-standard rainfall;no waterlogging disas-ters within modest rainfall;cable of handling under extra-large rainfall".Furthermore,corresponding urban waterlogging preven-tion and control targets were clarified,such as waterlogging scope,waterlogging depth,waterlogging duration,and normal degree of urban basic functions.Taking the urban area of Yiwu City,Zhejiang Province as the research area,the MIKE FLOOD model was used to couple the MIKE Urban one-dimensional pipe network model,the MIKE 11 one-dimensional river model,and the MIKE 21 two-dimensional surface overflow model to establish a coupled hydrological and hydrodynamic model of"water-land-pipe-river".The model was calibrated and verified by two measured rainstorm flood data.The results show that the established model can well simulate the runoff generation and confluence state of underground pipe network after rainfall,the routing of flood in river channels and the submergence in two-dimensional terrain after river and pipe network overflows,which can achieve whole-domain,whole-factor and whole-process simulation.Under the low-standard scenario in urban area of Yiwu City,the overflow rate of drainage pipes increases from 65.3%to 76.0%after multi-level targets coupling,which indicates that the cou-pling effect of water-land-pipe-river has a significant impact on urban waterlogging preventing and control.The urban water-logging control model based on multi-level target coupling can accurately reflect the actual operation state and waterlogging pre-vention effect of urban waterlogging prevention engineering and non-engineering system,and can provide reference for urban wa-terlogging control.关键词
