Emotional Tendencies of Public Comments and Guidance Strategies on Distributed Photovoltaic Development

Abstract
The implementation of the pilot work of promoting rooftop distributed photovoltaic(PV)development in the whole county has promoted the rapid development of distributed PV,and also triggered heated public discussions on social media platforms,including a substantial number of negative comments.These comments,on the one hand,reflect the chaos and issues existing in the actual operation of distributed PV development,and on the other hand,cause great misunderstandings and biases among the public towards distributed PV development,which in turn hinders the process of distributed PV development.Currently,research on public awareness and adoption willingness of distributed photovoltaic development primarily relies on questionnaire surveys,with a lack of studies based on comment data.In the context of promoting rooftop distributed photovoltaic development in the whole county,public sentiment tendencies and thematic characteristics are categorized using sentiment analysis and BERTopic modeling methods based on comment data from Douyin.The results of the study show that public comments are predominantly negative,fluctuate greatly in time,and have a greater correlation with negative media reports,and the number of comments is spatially distributed in a centralized manner,which is closely related to the number of pilot counties and the progress of distributed PV development.The positive public emotions mainly come from the national promotion efforts and government regulatory intensity,while negative emotions are primarily due to public concerns over the"PV scam".Combined with the above findings,the policy recommendations for the development of distributed PV are put forward in three aspects,namely,government regulation,public opinion guidance,and late protection.关键词
