Establishing a water resources rigid constraints mechanism is a crucial step towards enhancing the efficiency of water conservation and intensive utilization.The implementation of such a mechanism requires enhancing digital empowerment.From the perspectives of the objects and contents,indicators and goals,and measures of water resources rigid constraints,this paper analyzes the requirements for intelligent management in implementing this mechanism.It proposes the establishment of an intelligent management system comprising physical,digital,and market-based water resources.Furthermore,it examines the pathways through which an intelligent management system empowers the implementation of water resources rigid constraints mechanism.
