Research on key issues and strategies for establishing a water resources rigid constraints system in the Yangtze River basin

Abstract
Establishing a water resources rigid constraints system in water-rich areas in the south of China aims to promote high-level protection of the ecological environment and high-quality economic and social development.Based on the current situation and characteristics of water resources development,utilization,and management,this paper analyzes the key issues that need to be addressed in establishing a water resources rigid constraints system in the Yangtze River basin.It proposes measures and suggestions for creating such a system,focusing on aspects such as the carrying capacities of water resources and the environment,water use quotas and standards,water metering and monitoring,water resources planning and evaluation,supervision and performance evaluation,and market mechanisms.关键词
