Abstract
The Yellow River basin faces water scarcity,yet it boasts abundant energy resources,strong industrial water demand,and an impressive 80%utilization rate of water resources.Balancing ecological protection with high-quality development and achieving dynamic management of water resources in overloaded and scarce areas is crucial.Based on an analysis of the conceptual definition and connotation development of water resources carrying capacity,this paper summarizes the definitions and judgment criteria of overloaded and scarce areas.It conducts comprehensive research and assessment on nine provinces in the Yellow River basin,proposing key measures for dynamically managing water resources,including rigid constraints,monitoring systems,and control strategies.The aim is to provide decision-making support for ensuring water security in line with the national strategy of ecological protection and high-quality development in the Yellow River basin.关键词
