Abstract
The construction of the national water network is a crucial component of the water security assurance system.In projects where the economic benefits of water network construction are not immediately apparent,unlocking the economic benefits of the regional water security assurance system(including water network projects)becomes the core logic of market-oriented reform in investment and financing for water network construction.This necessitates reforms on both the asset equity and financial instrument sides,aligning and matching them to reduce information asymmetry and transaction costs between the demand and supply sides of water network project financing.Simultaneously,in implementing market-oriented capital for water network construction,it's imperative to expedite legal safeguards,foster a balanced,green,and secure water conservancy investment and financing ethos,reinforce property rights incentives,intensify financial supervision,and uphold legal responsibilities to mitigate project risks,streamline funding channels,and lay a robust foundation for the seamless execution of national water network construction.关键词
