"飞地互飞"经济发展模式研究
A Study on the Economic Development Model of"Mutual Flight of Enclaves":The Experience of Deepening Mountain-Sea Collaboration and Developing"Enclave Economy"in Lishui,Zhejiang Province

Abstract
The"mutual flight of enclaves"in Lishui,Zhejiang,is a economic development model,which is based on the theory of"enclave economy"and the exploration and practice of"positive enclave"and"reverse enclave"in the great context of deepening the implementation of mountain-sea collaboration project in the province.This exploration model experiences the historical development thread from"rigid reverse flight"to"strengthened reverse flight"and to the construction of horizontal value realization mechanism of ecological products—the"new mutual flight".The practical experience has its own logic of action,and reflects the discretion choice between the government rigidity and the market flexibility.And it has achieved initial results through the two-way flow of factor resources between"the other region"and"the region"and the enhancement of the new momentum for the regional development with the jumping"transference-conveyance-agglomeration".In the current context of high-quality development and the building of a demonstration zone for common prosperity in Zhejiang,this model can provide useful reference for the 26 mountainous counties in the province to accelerate the development of mountain-sea collaboration in the aspects of the management mechanism innovation of the"enclave"construction,and the construction of horizontal value realization mechanism of ecological products.关键词
