黄河下游滩区安全建设的思路对策研究
Study on the Strategies for Safety Construction in Floodplain of the Lower Yellow River
摘要
Abstract
Floodplain area of the Lower Yellow River is not only a place for flood detention and sediment settling,but also the homeland for people living there.The contradiction between flood control and economic development in the flood plain has existed for a long time,which is a key point and great challenge of the Yellow River management and protection.Applying people-centered development philosophy and pursu-ing people's all-round development,an overall strategy was proposed to optimize and adjust the safety construction of floodplain,which could firmly guarantee the function of flood detention and sediment settling as well as effectively safeguard the people's interests in floodplain.In the overall strategy,the relocation of majority residents outside floodplain was adopted as the strategic direction,and the work focus was shif-ted from"housing"and"land"to"people".Based on the strategic direction and work focus,it was proposed to build a"2+N+X"planning and policy framework system,comprehensively promoted"comfortable living"and"booming industry",and payed more attention to the guiding role of education and employment,so as to make solid progress in the safety construction of floodplain.关键词
