中国氢能及燃料电池产业政策研究及启示OA北大核心CSTPCDEI

Research and implication of China's hydrogen energy and fuel cell industrial policies

氢能作为中国能源体系的重要组成部分,是保障国家能源安全、实现"双碳"目标、培育新经济增长点的重要支撑,氢能产业政策直接关系到产业的健康、高质量和可持续发展.为此,系统梳理了国家和地方层面氢能及燃料电池产业的政策体系,分析了当前中国氢能产业存在的问题,并提出了为加快构建中国氢能及燃料电池产业高质量发展的相关政策建议:①完善氢能政策顶层设计,明确管理职能、规范监管审批流程,引导地方因地制宜、跨区域协同发展,避免重复建设;②明确氢气的原料和能源属性,或实行分类管理;③建立健全国家层面氢能安全管理机制,创新监管手段和管理方式,开展沙盒试点,保障技术创新;④完善氢能交易及减碳机制,构建全国性氢交易所;⑤把握氢能标准建设与产业发展速度的关系,完善标准体系建设,重点破除不适性、解决滞后性,同时具备探索性;⑥以交通领域氢能应用为重点,以点带面稳步推进,同时积极培育和拓展其他氢能应用场景;⑦构建多元低碳能源体系,支持天然气工业与氢工业融合发展,积极开展天然气制氢、天然气掺氢输配、天然气掺氢利用等相关研究及示范试点.结论认为,中国氢能产业各环节依然存在许多政策堵点,在一定程度上制约了氢能产业的发展,研究成果对氢能产业政策的制定具有重要的参考价值,有助于推进中国氢能产业的高质量快速发展.

As an important part of China's energy system,hydrogen energy provides an important support for ensuring national energy security,achieving the"dual-carbon"goal and cultivating new economic growth points.The hydrogen energy industrial policies have a direct effect on the the healthy,high quality and sustainable development of this industry.In this paper,the policy systems of hydrogen energy and fuel cell industry at national and local levels are reviewed,the existing problems in China's hydrogen energy industry are analyzed,and the relevant policy suggestions on speeding up the construction and high-quality development of hydrogen energy and fuel cell industry in China are proposed as follows.First,improve the top-level policy design,clarify management functions,standardize the regulatory approval process,and guide cross-regional coordinated development with consideration of local conditions and avoid duplication of construction.Second,clarify the raw material and energy attributes of hydrogen,or implement classified management.Third,establish and improve hydrogen safety management mechanisms at the national level,innovate regulatory means and management methods,carry out sandbox pilot projects,and ensure technological innovation.Fourth,improve hydrogen energy trading and carbon reduction mechanism,and establish a national hydrogen exchange.Fifth,grasp the relationship between the construction of hydrogen energy standards and the development speed of hydrogen energy industry,and improve the construction of standard system,focusing on inapplicability elimination and lag addressing while keeping exploration.Sixth,focus on the application of hydrogen energy in the field of transportation,steadily advance from points to areas,and actively cultivate and expand other hydrogen energy application scenarios.Seventh,build a diversified low-carbon energy system,support the integrated development of natural gas and hydrogen industries,and actively carry out research and demonstration pilots related to hydrogen production from natural gas,hydrogen-blending natural gas transmission and distribution,and hydrogen-blending natural gas utilization.In conclusion,there are still many policy bottlenecks in each link of China's hydrogen energy industry,which restrict the development of hydrogen energy industry to some extent.The research results have important reference value for the formulation of hydrogen energy industrial policies,and will help to promote the high-quality and rapid development of China's hydrogen energy industry.
