依据法定职责的政务服务供给已难以满足企业发展的个性化、多样化需求,政府从"做减法"提供便捷服务,转为围绕企业全生命周期、产业全链条"做乘法"提供政策、人才、科技、金融等增值服务.政务服务增值化改革可以看作是治理结构、治理过程和领导作用的有机结合与反复互动的非线性跨界治理过程,跨界领导者依托价值共创引领多元主体协作,整合涉企机构职能,重塑政务服务架构,综合集成服务场景,构建政务服务共同体.以政务服务增值化改革持续优化营商环境,需要聚焦涉企高频事项,做好部门核心业务梳理;智能精准推送服务,应用政务数据感知态势;延伸产业服务链条,打造共享服务生态环境;增值服务寓管于服,探索服管融合政务模式;健全标准规范体系,从服务创新到制度重塑.

The supply of government services based on statutory duties has been unable to meet the personalized and diversified needs of enterprise development,and the government has shifted from providing convenient services by"subtraction"to providing value-added services such as policies,talents,science and technology,and finance around the whole life cycle of enterprises and the entire industrial chain.The reform of value-added government services can be seen as a nonlinear cross-border governance process that organically combines governance structure,governance process and leadership role with repeated interactions.Cross-border leaders lead multi-subject collaboration by value co-creation,integrate functions of enterprise-related institutions,reshape government service structure,comprehensively integrate service scenarios,and build a government service community.To continuously optimize the business environment with value-added service reform,it is necessary to focus on high-frequency matters related to enterprises and do a good job in sorting out the core business of the department,discover the value of date elements and apply government data to sense the situation,extend the industrial service chain and create a shared service ecological environment.Value-added services are integrated into service management,and exploring the service management integration of government model is also necessary.And it is necessary to improve the system of standards and norms,from service innovation to institutional reshaping.
