综合水价内涵、形成机制及实施路径探析

Abstract
Based on analysis of water pricing management and practical needs of promoting comprehensive water pricing reform in the water receiving areas of the South-to-North Water Diversion Project,the article systematically analyzes the connotation and formation mechanisms of comprehensive water pricing system.It clarifies that comprehensive water pricing should show the features of integrated regional water resource management,unified accounting of various water source costs and differentiated verification of user terminal water prices.It also proposes that comprehensive water pricing need to establish an implementing path for integration of structures and management and regulatory institutionalization.Comprehensive water pricing reform should be implemented by pricing through supply side integration,user side differentiation and management side cascading.Finally,suggestions are made for promoting comprehensive water pricing reform,which will serve as technical support for water pricing reform and decision making.关键词
