Abstract
This article starts with the rural resident medical insurance system,sorts out the origin and evolution of the medical insurance system for urban and rural residents,analyzes the disadvantaged position of farmers and urban and rural resi-dents in the medical insurance system,compares the significant differences between the two types of medical insurance systems,proposes the establishment of a national unified medical insurance system with the same rights but distinct responsibilities,and steady promotion of the transformation of medical insurance from emergency disease diagnosis and treatment to health security as focus.关键词
