摘要
Abstract
Analysis was made on the investigation,identification and rectification of over-licensed water intake prob-lem in Guangxi in 2023.In order to strictly regulate water use during and after the water intake process,manage wa-ter resources strictly and meticulously,and solve the problem of over-licensed water intake in Guangxi,the authors summarize the experience of Guangxi in governance of over-licensed water intake problem,propose the governance strategies including establishment of a long-term governance mechanism,clarification of the regulatory standards for illegal and irregular behaviors such as excessive water intake,breaking the policy dilemma of over-licensed wa-ter intake through water rights trading,strictly investigating and punish the illegal and irregular behaviors such as over-licensed water intake in accordance with the law etc.关键词
