北京道路交通高质量发展策略研究OA

Strategy Research on the High-quality Development of Beijing Road Traffic

为解决北京市目前交通基础设施发展存在的问题,分析了当前干线道路网"4+15+14"的总体格局和规划要求,并结合统计和移动大数据对北京市高快速路体系的运行情况进行了评估,经评估提出了常态化拥堵、总体运营成本、规划功能与实际交通需求不匹配、城市建成区新建或改扩建高快速路受政策限制等问题.进入新发展阶段,从宏观规划视角出发,类比了国内外城市交通发展策略,提出了多车道自由流电子收费系统实现缴费制度创新、新改建项目和运营双碳策略、推进新型降噪路面等环保新技术应用以及推进综合立体交通网建设等发展策略.

In order to solve the problems existing in the development of Beijing's transportation infrastructure,this paper analyzes the overall pattern and planning requirements of the current trunk road network"4+15+14",and eval-uates the operation of Beijing's expressway system in combination with statistics and mobile big data.After evalua-tion,it puts forward the problems of normalized congestion,overall operating costs,mismatch between planning functions and actual traffic demand,and policy restrictions on the construction or reconstruction and expansion of expressways in urban built-up areas.In the new stage of development,from the perspective of macro planning,this paper compares the development strategies of urban transportation at home and abroad,and puts forward the devel-opment strategies of multi lane free flow electronic toll collection system to realize the innovation of payment system,the double carbon strategy of new reconstruction projects and operation,promoting the application of new environ-mental protection technologies such as new noise reduction pavement,and promoting the construction of compre-hensive three-dimensional transportation network.
