摘要
Abstract
The Maritime Traffic Law of the People's Republic of China(2021 Revision)(hereinafter referred to as the Maritime Traffic Law)is the fundamental law for the regulation of maritime traffic safety.Using the Maritime Traffic Law to address key and difficult issues in maritime supervision is not only a basic requirement for maritime supervision,but also one of the most effective means.This article takes the establishment of the"four-linkage"mechanism of the Maritime Traffic Law in the supervision of crew manning on construction vessels as an example to explore the link between administrative and criminal law and promote the implementation of the Maritime Traffic Law.关键词
