The 14th Five Year Plan period is a crucial period for China to move from building a moderately prosperous society in all respects to achieving basic socialist modernization.To consolidate the basic trend of stable and long-term economic growth in China,it is necessary to create a favorable business environment.The Party Central Committee with Comrade Xi Jinping as the core is reviewing the situation according to the new situation,new development and new requirements.It attaches great importance to optimizing the business environment and believes that the business environment is the soil for the survival and development of enterprises.Creating a good business environment is an important foundation for building a modern economic system and promoting high-quality development. The more than 40 year history of reform and opening up is the process of establishing a modern market system in China,and also the process of gradually optimizing the business environment.In the process of optimizing the business environment,China has gradually achieved a transformation from simply attracting foreign investment to creating a fair,open,and transparent market environment with universal applicability;from focusing on the construction of"hard environments"such as transportation,communication,and municipal facilities,to focusing on promoting regulatory innovation,improving comprehensive law enforcement,and enhancing the level of government services to improve the"soft environment"of business operations;from focusing on overly flexible and arbitrary policy implementation to emphasizing the legalization of the business environment and providing stable expectations for market entities;from the insufficient implementation by the state after introducing policies related to optimizing the business environment to the full integration of national policies at the local level and the strict implementation of policies in which a transformation has been formed when both the central and local governments working together to optimize the business environment.Although China has made great progress in upgrading its business environment,there are still some issues to be addressed,such as improving its business environment evaluation system,deepening the"streamlining administration,delegating powers,and delegating powers"reform,synchronizing legal protection,enhancing the functions of free trade zones,clarifying the problems in corporate financing,and narrowing regional disparities.If these issues cannot be resolved,they will inevitably affect the high-quality development of Chinese economy. Using a dynamic panel data model and a two-step system GMM estimation method,this study empirically analyzes the impact of the business environment on high-quality economic development.The results indicate that the regional business environment does have a significant positive impact on the high-quality development of the regional economy.When a country or region establishes a good business environment,good investors or social resources will flock to it.After the formation of economies of scale and agglomeration effects,various high-quality development factors can make outstanding contributions to the economic development of the region,forming a comprehensive competitive advantage.This comprehensive competitive advantage can not only drive economic development,but also stabilize social employment,increase fiscal and tax revenue,and achieve industrial upgrading.In addition,government environment,market environment,and legal environment,the three major elements that constitute the business environment,all have a significant positive impact on high-quality development. By deepening the reform of"streamlining administration,delegating powers,and improving services",handling the relationship between the government and the market,improving government administrative efficiency,and maximizing the vitality of market entities,the government can promote high-quality economic development;market environment can remove the institutional obstacles that constrain the development of private economy,improve the development of product and factor markets,stimulate market entities to participate in market competition,optimize resource allocation,improve modern market system,and ultimately affect high-quality economic development by leveraging the role of price mechanism,supply and demand mechanism,and competition mechanism;the laws of legal environment can effectively regulate the behavior of various market entities,create a law-abiding atmosphere for all,safeguard the legitimate rights and interests of enterprises,protect intellectual property rights,reduce transaction costs,encourage innovative development of enterprises,and ultimately affect high-quality economic development. Optimizing the business environment and promoting high-quality economic development is a systematic economic and social reform that requires joint efforts from multiple parties.We can create a high-quality and efficient government environment by accelerating the transformation of government functions,optimizing government processes,promoting information sharing,and improving government efficiency;we can create a fair and orderly market environment by accelerating the free flow of factors,regulating during and after events,relaxing market access,and promoting tax reduction and burden reduction;we can create a clean and upright legal environment by improving the legal system of socialist market economy and vigorously promoting credit supervision..
