Abstract
To solve the problem of insufficient development and utilization of geoinformation public data in China,we explored the franchise mechanism of geoinformation public data.Using the literature analysis method,we briefly summarized the three stages of data sharing,data open-ness and data authorization operation that China's government data development and utilization has gone through,analyzed the applicability of government data authorization operation model-franchise,discussed the feasibility of introducing franchise mechanism into the development and utilization of geoinformation public data.Then,we proposed a concept for the franchise mechanism of geoinformation public data,including se-lecting authorized enterprises through public bidding,developing and operating geoinformation public data products by authorized enterprises,and returning the franchise rights to enterprises after the expiration of the authorization period.The research results can provide reference for pro-moting the authorization and operation of geoinformation public data in China.关键词
