摘要

Abstract

With the development of new power systems,policy signals encouraging wind power,photovoltaics,and other new energy power generation systems to participate fully in market-oriented transactions are being strengthened. To explore a scientific market policy mechanism to promote the planning and investment of new energy power generation and a high proportion of safe consumption,a benchmarking system was built from the aspects of the construction,operation,and related markets of new energy power generation. The benchmarking system includes ten dimensions:medium-and long-term electricity markets,spot markets,energy trading mechanism,electricity markets and auxiliary service markets,capacity markets,green certificate markets,carbon markets,and financial market coordination. In addition,Germany,the United Kingdom,and the United States (California and Texas) were analyzed as benchmarking objects. Based on the benchmarking results,relevant suggestions and prospects were put forward for the design of policy mechanisms for the new energy power generation market.
