China's Overall Layout of AI Policy Seizes the First Chance

中国确立人工智能优先发展战略,全面布局技术突破、产业培育与应用场景的一系列政策,推动与获得了日益增多的全球竞争优势,抢占未来发展先机.文献计量分析显示,政策文本中的高频词是发展、技术、建设、创新、服务等;内容分析显示,供给型、需求型与环境型政策工具分布基本均衡,政府部门与企业、科研院所等政策执行主体被明确界定了引领发展的使命任务,产业体系、技术人才、应用场景是人工智能发展的主要政策目标;灰色关联度分析显示,政策工具、主体和目标三者的协同性达到了高水平,但对社区等政策主体、创新平台等政策目标、公共购买等政策工具的重视不足.关于未来我国人工智能政策优化的重点,建议如下:增强知识产权、公共购买等政策工具,重视社区、行业组织等政策主体,丰富创新平台、共建共享等政策目标,增强人工智能核心技术的全球竞争力,提升嵌入型风险识别防范能力,构建人工智能发展利益分配公平机制.

China has established the strategy of giving priority to the development of artificial intelligence,and has comprehensively laid out a series of policies for technological breakthroughs,industrial cultivation and application scenarios,which have promoted and gained increasing global competitive advantages and seized the opportunities for future development.Bibliometric analysis shows that the high-frequency words in policy texts are development,technology,construction,innovation,service and so on.Content analysis shows that the distribution of supply-oriented,demand-oriented and environment-oriented policy tools is basically balanced,government departments,enterprises,research institutes and other policy implementers have clearly defined the mission of leading development,and industrial system,technical personnel and application scenarios are the main policy objectives of AI development in China.Grey correlation analysis shows that the synergy of policy tools,subjects and objectives has reached a high level,but insufficient attention has been paid to policy subjects such as communities,policy objectives such as innovation platforms,and policy tools such as public purchases.In the future,the focus of AI policy optimization in China should be clearly defined as strengthening policy tools such as intellectual property rights and public purchases,attaching importance to policy subjects such as communities and industry organizations,enriching policy objectives such as innovation platforms,co-construction and sharing,enhancing embedded risk identification and prevention capabilities,and building a fair mechanism for the distribution of benefits from AI development.
