Practice of Spacecraft Project Management Based on Synchronous Control of Technology and Economic Benefits
为适应新时期航天器研制高质量发展需求,针对项目研制技术方案与经济方案不匹配问题,文章提出在研制流程中全面实施技术与经济同步控制方法,建立技术与经济双审查机制,实现以技术基线与经济基线为核心的双向管理和迭代控制.经实践应用,通过实施同步控制,在保证项目功能性能的前提下,优化资源配置,提升研制效益,可为航天器项目管理提供参考.
In order to meet the requirements of the high quality development for spacecraft in the new era,and to address the issue of the mismatch between project development technology and economic solutions,a comprehensive implementation of synchronous control methods for tech-nology and economy in the development process is proposed in this paper.A dual review mecha-nism is established to achieve bidirectional management and iterative control centered on technical and economic baselines.Through practical application,implementing synchronous control can optimize resource allocation and improve development efficiency while ensuring project functional performance,providing reference for spacecraft project management.
