Research on the Mechanism of Carbon Market Pilot Policy to Improve Regional Carbon Sink

碳市场除了碳排放交易外,还包括碳汇交易.大量文献已验证了碳市场试点政策可显著降低二氧化碳排放,却忽视了验证其对碳汇的影响.结合中国碳汇交易的特征事实,构建空间双重差分模型考察碳市场试点政策对试点区域和非试点区域碳汇的影响及作用机制.结果表明:与非试点区域相比,试点区域的碳汇水平显著提高;碳汇的空间溢出效应为正,财政环保支出与碳汇正相关,经济发展与碳汇呈U型关系,城市化与碳汇负相关.因此,建立更加规范、专业的碳汇交易市场,充分发挥市场机制在碳汇资源配置中的基础性作用,完善省际碳汇生态补偿机制,是提高碳汇的有效路径,对碳中和碳达峰目标的实现意义重大.

In addition to carbon emission trading,carbon market also includes carbon sink trading.A large number of literature have verified that the pilot policy of carbon market can significantly reduce carbon dioxide emissions,but it has neglected to verify its impact on carbon sink.Combined with the characteristic facts of carbon sink trading in China,this paper reveals the impact mechanism of carbon market pilot policy on carbon sink in pilot and non-pilot areas,and uses spatial differential method to carry out empirical analysis.The results show that:compared with the non-pilot area,the carbon sink level in the pilot area is significantly improved;the spatial spillover effect of carbon sink is positive,fiscal environmental protection expenditure is positively correlated with carbon sink,economic development is U-shaped with carbon sink,and urbanization is negatively correlated with carbon sink.Therefore,establishing a more standardized and professional carbon sink trading market,giving full play to the basic role of the market mechanism in the allocation of carbon sink resources,and improving the inter-provincial carbon sink ecological compensation mechanism are effective ways to improve carbon sink.
