Quantitative evaluation method system for the construction progress of China's Innovation Demonstration Zones for the Implementation of the 2030 Agenda for Sustainable Development

Abstract
The construction of Innovation Demonstration Zones for the Implementation of the 2030 Agenda for Sustainable Develop-ment is an important measure undertaken by the Chinese government to implement the United Nations 2030 Agenda for Sustainable De-velopment and its Sustainable Development Goals(SDGs).Currently,the State Council has approved 11 cities,including Taiyuan,Gui-lin,and Shenzhen,to construct such demonstration zones.Until now,the progress of constructing such zones has been mainly described qualitatively.From the perspective of strengthening the construction and management of these demonstration zones,it is urgent to estab-lish a quantitative evaluation method system for their construction progress.Based on this,this study,drawing on the theories and meth-ods of SDGs'progress evaluation at home and abroad and combining them with the position of the demonstration zones,proposes a dem-onstration zone evaluation method system that includes activity and sustainable development indexes.Based on the data provided by the demonstration zones,an exploratory evaluation of the progress of demonstration zone construction was conducted.The results of activity evaluation showed that there were significant differences in the activity of the demonstration zones in 2022,with higher scores in Chengde,Hainan Tibetan Autonomous Prefecture,Huzhou,Chenzhou,and Lincang,indicating strong enthusiasm and initiative in the construction of demonstration zones.The analysis of sustainable development index showed that in 2022,the sustainable development index of Huzhou and Shenzhen was significantly higher than that of other demonstration zones,with a score of over 89 points,while oth-er demonstration zones were between 71～82 points.Most demonstration zones had made good progress in SDG1,SDG6,SDG7,SDG13,and SDG16,but further efforts were needed in areas such as SDG9,SDG15,and SDG17.关键词
