公路建设行业营商环境分析及优化路径研究
Business environment analysis and its optimization path of the highway construction industry

Abstract
Optimizing the business environment is an inevitable requirement for building a unified market in the highway construction industry.Based on literature research and questionnaire surveys and in combination with the practical aspects of the highway construction industry,this study constructed an evaluation index system of business environment in highway construction industry.It contains eight primary indicators:market environment,public service,human resources,innovation environment,and credit environment,etc.,along with thirty secondary indicators.The research methodology was applied to the business environment assessment of 31 provinces in China to analyze the provincial and regional characteristics from the perspective of level,cluster,space,and group accordingly.The optimization strategy of business environment in highway construction industry was then proposed.The results indicate that there are significant provincial differences in China,revealing imbalances in development among provinces within regions.Moreover,the business environment of China's highway industry has four clustering characteristics(i.e.,benchmarking,leading,catching-up,and lagging),two time series characteristics(i.e.,overall stable,slightly improved),significant positive correlation,and spatial agglomeration characteristics(i.e.,the eastern and central regions are significantly better than those in the west and northeast).There are four core elements,seven types of configurations,and three representative clustering areas that generate a high level of business environment in the industry.More precisely,by proposing a business environment optimization path that involves"recognizing the realistic foundation,utilizing spatial agglomeration effects for self-optimization,and continuously enhancing through matching configuration paths,"leading provinces in the industry can be upgraded from configuration levels S3 and S6 to industry benchmarking levels.The lagging and catching-up provinces in the industry make full use of the spatial agglomeration characteristics,optimize themselves with the help of the"radiation"effect,and then configure appropriate construction paths according to the configuration to reach a higher level.The research findings provide theoretical reference for the road construction industry to continuously optimize the business environment and build a unified national market.关键词
