跨省流域横向生态补偿法律机制的问题与思考
Issues and Thoughts on the Trans-provincial Basin Horizontal Ecological Compensation
摘要
Abstract
With the increasing awareness of ecological environment protection,the horizontal ecological compensation mechanism has been introduced into watershed management as an effective means.Take the Weihe River basin as an example,as the largest tributary of the Yellow River Basin,the Weihe River not only plays an important role in the economic and social development of the western region,but also affects the eco-logical environment of the Yellow River Basin.At present,Shaanxi and Gansu provinces have actively inves-ted in the construction process of the horizontal ecological compensation mechanism in the Weihe River Basin.However,in practice,there are four major problems:insufficient legislative supply,insufficient compensation cooperation,unrealized diversified compensation models,and weak supervision.Based on this,starting from four dimensions:improving the legal protection system,strengthening the synergistic effect between compensa-tion subjects,constructing diversified compensation models,and improving the regulatory system,a new mod-el of horizontal ecological compensation in the Weihe River Basin is constructed to promote green and high-quality development in the region.关键词
