强化企业科技创新主体地位的现状剖析与策略探讨
Current Situation Analysis and Strategy Discussion on Reinforcing the Principal Role of Enterprises in Innovation

Abstract
[Research purpose]Reinforcing the principal role of enterprises in innovation is a key measure to deepen the reform of science and technology system and promote the realization of sci-tech self-reliance and self-strengthening at higher levels.This study aims to propose countermeasures to further reinforce the principal role of enterprises in innovation,in order to provide decision-making reference for Shandong Province in the formulation of strategic planning and optimization of policy measures.[Research method]Taking Shandong Province as the research object,this paper uses literature research,data analysis and other methods to sort out and analyze the series of policies and measures introduced by Shandong Province in reinforcing the principal role of enterprises in innovation since the 20th National Congress of the CPC,summarizes the achievements and practices achieved in Shandong Province,and analyzes its shortcomings.[Research conclusion]With the continuous increase and in-depth implementation of policy support,Shandong Province has achieved remarkable results in promoting enterprise innovation,and the main position of innovation has gradually improved.However,it still faces a series of challenges,such as the relative lack of total investment in R&D,the number of high-tech enterprises to be increased,the resource allocation mechanism to be improved,and the low conversion rate of scientific and technological achievements.Therefore,it is proposed to strengthen the top-level design of the system,vigorously cultivate the main force of innovation,strengthen the basic research ability of enterprises,and build an enterprise-led collaborative innovation system,so as to further consolidate and reinforce the principal role of enterprises in innovation in Shandong Province.关键词
