Abstract
Building a maritime community with a shared future that"breathe the same breath,share the same fu-ture"is an important means to deepen ocean governance and promote common development in the region and the world.Based on the favorable regional political and economic environment,the Pan-South China Sea countries should strive to overcome the problems of internal mechanism and external factors,promote people-to-people and cultural exchanges,real-ize"people-to-people bonds"from the source,and strive to build a Pan-South China Sea maritime community with a shared future.The construction of the Pan-South China Sea community with a shared future in the dimension of people-to-people and cultural exchanges requires both a"top-level"strategic plan,a coordinated action framework from the govern-ment,the market and social forces,and an effective technical route.关键词
