蔡康海疆开发思想探析
Cai Kang's Thoughts on Development of Coastal Areas and Territorial Seas
摘要
Abstract
In late Qing Dynasty,under the stimulation of maritime sovereignty consciousness and the nurturing of the economic environment of society,the comparatively comprehensive and systematic thoughts on development of coastal ar-eas and territorial seas by Cai Kang were formed.Cai Kang proposed three development models,and he especially paid attention to invite investment and regarded it as the most feasible way.On the issue of inviting investment,Cai Kang ad-vocated lenient and beneficial business practices and adhered to the development led by national capital,which provided great guiding significance for the future governance of coastal areas and territorial seas.Exploring Cai Kang's thoughts is not only a summary of history,but also reference for the present development and construction of coastal areas and ter-ritorial seas in our country.关键词
