Deepening the reform of China's health system by system concept:Take the reform of the heath system in Sanming City,Fujian Province as an example

Abstract
Some healthcare institutions in China have suffered from dysfunctional organizational mecha-nisms,deviant values and lack of core strength,leading to governance malfunctions under a single governance mechanism and triggering the phenomenon that it is difficult and expensive for the public to get medical care.Ad-hering to People First and scientific guidance,Sanming City of Fujian Province explored the healthcare system's in-depth reform in the new era.The problem of"chaos"in the healthcare system has been tackled with systematic schemes,the problem of"difficulty"in redistributing benefits with professional reform and adjustment,and the problem of"weakness"in the beliefs about medical subjects with rules and regulations.It is vital to reform the healthcare system to build a quality and efficient healthcare service system.关键词
