生态产品价值实现的政策演变路向探究
Evolution and prospects of policies for realizing the value of ecological products
摘要
Abstract
The mechanism for realizing the value of ecological products is a tangible tool for implementing the concept of"Lucid waters and lush mountains are invaluable assets".Policies for realizing the value of ecological products are a critical tool for reflecting the results of theoretical integration and guiding practice.How to combine the advantages of policies to make them more comprehensive and practical is the hot topic of current research.This paper systematically combs through the evolution history and hierarchical structure of the policy of realizing the value of ecological products.This paper summaries and puts forward the policy needs for the realization of ecological product value,based on a study of the pilot experience:(1)Enhance the practicality of accounting for the value of ecological products and set a reasonable base price to be traded;(2)Accelerating the transformation of typical case studies,quantifying the actual results achieved by the pilot work,and optimizing existing initiatives;(3)Accelerating the construction of a unified market for ecological products,eliminating barriers to supply,coordinating regional development,and ensuring market equity;(4)Multi-pronged measures have been taken to strengthen the construction of a policy system of supporting mechanisms for the realization of value,improve legal safeguards,financial transaction mechanisms,and audit and supervision mechanisms,and accurately coordinate transactions between supply and demand entities.Only by integrating the policies on ecological civilization construction,and simplifying the actual operation and transaction process,than we ultimately realize the value of ecological products.关键词
