新阶段海河流域防洪重点内容与举措思路
Main contents and solutions for flood control of the Haihe River basin in the new phase
摘要
Abstract
Due to the complex water system and concentrated rainstorm,the Haihe River basin is vulnerable to flood disasters and associated with heavy tasks of flood control.By means of review of implementation of 2008 flood control plan of the Haihe River basin,evaluations are made on the new requirements for capabilities of flood control and disaster reduction in terms of implementation of national major strategies such as coordinated development of the Beijing-Tianjin-Hebei region and construction of the Xiong'an New Area,as well as high-quality water development,introduction of new concepts of disaster prevention and reduction and response to climate change.Key challenges and difficult points with flood control planning are examined in depth,in order to propose measures for improving flood control system in the basin.关键词
