Abstract
Excessive network transparent management not only leads to the infinite expansion of the public domain of the network society,dissolves the development of human personality,but also generates new risks of network personal information crime.Therefore,it is necessary to implement limited anonymous governance system and reconstruct the boundary between public and private domains in virtual society so as to eliminate the meshing between excessive transparent management and information crime.Based on the idea of limited anonymity,a unified digital identity certificate should be built to clarify the protection objects of the current regulation system of information crimes,and information crimes should be classified and governed accordingly to achieve a balance between safeguarding network security and protecting human rights.关键词
