城市智慧治理何以驱动
How to Drive Urban Smart Governance:Policy Analysis Based on the Framework of"Tool Combination-Goal Matching"

Abstract
Smart urban governance is the only way to the modernization of national governance.The turning logic of urban smart governance is contained in relevant policies,which is embodied in the combination of policy tools and their matching relationship with policy goals.Based on the contingency perspective of policy tool analysis,this article adopts the content analysis method to deeply interpret 136 policy contents within the framework of"tool combination-target matching".This paper found that the seven policy objectives present six policy tool-driven logics with both convergence and differences.This convergence is reflected in a preference for a combination of"strategic measures+information technology"tools,and the"path dependence"formed by tool preferences ultimately leads to a certain degree of mismatch between policy tool combinations and policy goals,forming a"path deviation".Therefore,it is necessary to establish a goal-oriented tool application logic based on clarifying the advantages and disadvantages of policy tools and utilizing the combination effect of policy tools to achieve the policy value of urban smart governance.关键词
