营商环境驱动城市科技创新发展的路径研究
Research on the Path of Urban Science and Technology Innovation Driven by Business Environment:Based on the Configuration Analysis of 288 Cities in China

Abstract
Science and technology innovation is an important driving force to promote high-quality development of economy,and also an important means to solve a series of"bottle-necked"technology problems,attracting wide concern from academic community.In this paper,we take 288 cities in China as research cases,and use fuzzy set qualitative comparative analysis(fsQCA)to explore the differentiated paths to promote the development of science and technology innovation in cities from the perspective of business environment as a whole.The study finds that individual business environment factors do not constitute the necessary conditions for high-level urban S&T innovation;there are two models for high-level urban S&T innovation,which in turn consist of five paths for such innovation,and other five paths that lead to non-high-level innovation of its kind and are non-symmetric to those for high-level urban S&T innovation;human resources,market environment,rule of law environment,and governmental affairs environment constitute core conditions of the five paths.Among them,the market environment appears as the core condition in all five high-level urban S&T innovation paths,and is an important component to promote the development of urban S&T innovation.The research in this paper can help local governments understand the differentiated urban S&T innovation development paths and provide insights for formulating S&T innovation development strategies according to local conditions.关键词
