总体国家安全观视阈下我国外商投资数据安全审查制度症结与中国因应
The Crux of China's Foreign Investment Data Security Review System and China's Response Under the Framework of Overall National Security Outlook

Abstract
Institutional improvement of China's data security review system is inseparable from guidance of the overall national security outlook.First,it clarifies basic concepts of data security and data security review,and explores any inherent relationship between data security review and national security.Next,according to the current situation of China's data security review,it clarifies dilemmas of China's imperfect data security review system,ambiguous data exit security review standards,limitations of data exit supervision level and imperfect data classification and graded protection system,and analyses their root causes.Then,by analysing specific models of data security review in Europe and the United States,it draws their institutional experiences.Finally,based on theoretical guidance of the overall national security outlook on the improvement of China's foreign investment data security review,and taking institutional change and institutional restructuring as practical paths,it puts forward some specific suggestions including construction of an integrated platform for data security review,a secure and credible authentication system for data exit,deployment of a collaborative network for data exit supervision,and development of assessment tools for data security graded quantification,so as to systematically alleviate the dilemmas of China's data security review system.关键词
