The Impact of Innovations in Natural Resource Management Reform on the Construction of Rural Spatial Governance Systems

Abstract
Rural spatial governance relies on the joint consultation and construction among the government,the market,and the village collectives.The reform and innovation of natural resource management,such as the separation of rights,have opened up policy channels for the revitalization of rural resources and assets.Traditional village planning focuses mainly on guiding construction and lacks effective policy pathways for integrating the fragmented and scattered resources and assets of rural areas.To formulate a practical village plan that facilitates the transformation of rural governance and promotes the optimal allocation of rural resources,it is necessary to integrate the path of rights and interests allocation under the guidance of strengthening the collective economy in rural areas.Based on the logic of spatial governance in rural areas,this paper takes the village layout planning in the territorial spatial planning of a certain prefecture-level city in central China as an example,and proposes a"three-step"village layout planning approach of establishing responsibility and asset accounts,demarcating rural development zones,and guiding by zoning and classification as the main lines.It aims to build a basic framework for spatial governance in rural areas.关键词
