Relevant Thoughts for Guiding Enterprises to Strengthen Basic Research

Abstract
Guiding enterprises to enhance basic research and improve market competitiveness is the key to boosting Chinese technological innovation capabilities, creating new quality produc-tivity and achieving technological self-reliance and self-strengthening. The paper analyzed the current situation and problems of basic research in Chinese enterprises, and the experience of leading enterprises in basic research in major countries in the world. Based on the types of basic research, types of enterprises, and types of policy tools, we proposed a policy system framework and advice to guide enterprises to strengthen basic research. We found that Chinese enterprises have problems such as low investment, insufficient motivation, and weak capabilities in basic re-search, and the policy system that guides enterprises to strengthen basic research needs to be im-proved. We considered that to guide Chinese enterprises to strengthen basic research, it is neces-sary to establish an open innovation ecosystem with the participation of various innovation enti-ties, the aggregation of innovation elements, the optimization of the innovation environment, as well as collaborative interaction, resource sharing, and win-win cooperation. In this ecosystem, it is necessary to build a policy system from comprehensive elements such as innovation sub-jects, innovation policies, innovation networks, and innovation environments, and carry out dif-ferentiated policy design based on multiple dimensions such as enterprise type, basic research type, and policy tool type. At the same time, we put forward policy suggestions to guide Chinese enterprises to strengthen basic research from six aspects, including guiding enterprises to lay out basic research in the long term, establishing a diversified investment mechanism to guide and support enterprises' basic research, encouraging leading technology enterprises to build industry-university-research strategies, promoting the transformation and implementation of en-terprise basic research results, building a solid foundation for talent development in enterprise basic research, and establishing a knowledge mining service platform for enterprise basic re-search.关键词
