Fiscal Decentralization,the Responsibility System of Provincial Governors for Food Security and Food Production

Abstract
Fiscal decentralization,as a specialized institutional arrangement for adjusting the fiscal relationship between the central and local governments,significantly determines local fiscal resource allocation power,affects local governance effectiveness,and plays an indispensable role in food production.However,there is no consensus on its impact on food production,and research on the Responsibility System of Provincial Governors for Food Security remains limited.Systematic research is urgently needed to determine whether this responsibility system can be effectively integrated into the fiscal decentralization framework and central macroeconomic regulation to ensure food security. Based on theoretical analysis and panel data from 31 provinces in China(excluding Hong Kong,Macao,and Taiwan)from 2004 to 2020,this article empirically examines the impact of fiscal decentralization on food production and assesses the moderating effect of the Responsibility System of Provincial Governors for Food Security.The study finds that fiscal decentralization significantly weakens food production.The Responsibility System of Provincial Governors for Food Security exhibits regional heterogeneity in its regulatory relationship with fiscal decentralization and food production.It effectively mitigates the negative impact of fiscal decentralization on food production in the main food-producing areas and the central and western regions,while exacerbating this negative impact in non-main food-producing areas and eastern regions.Heterogeneity tests,robustness tests,and endogeneity tests confirm the robustness of these regression results. This article makes two main contributions to the existing literature:First,it enriches the research on the impact of fiscal decentralization on food production.Although fiscal decentralization has been extensively studied concerning industrial development,public goods supply,and economic growth,its role in local food production has been less analyzed,with inconsistent conclusions.This article empirically tests the provincial-level impact of fiscal decentralization on food production,thus expanding the research field.Second,it supplements research on the effectiveness of the Responsibility System of Provincial Governors for Food Security.While most existing studies on this system are qualitative,this article incorporates it into an empirical model to determine whether it explains China's food production increases,providing valuable insights for optimizing the system. This study reveals the relationship between fiscal decentralization and food production,as well as the regulatory role of the Responsibility System of Provincial Governors for Food Security.It helps to optimize the Responsibility System of Provincial Governors for Food Security,stabilize local food production,ensure national food security.关键词
