How to Develop New Quality Productive Forces According to Local Conditions

Abstract
General Secretary Xi Jinping stressed the importance of developing new quality productive forces according to local conditions,such as local resource endowment,industrial foundation,and scientific research conditions.This article constructs an analytical framework consisting of resource en-dowment(including human resources and financial resources),industrial foundation(including industrial and enterprise development),and scientific research conditions(including technological and educational conditions).The fuzzy-set qualitative comparative analysis(FsQCA)method is used to identify and explore differentiated models for developing new quality productive forces according to local conditions.Research has shown that a single factor does not constitute a necessary condition for the development of new quality productive forces.Only a multi-factor configuration can effectively promote the development of new quality productive forces.There are two types of new productive forces development models in China,namely the"re-source-industry-research"ternary model and the"industry-research"binary model.There are significant differences in the paths of the eastern,cen-tral,and western regions,and the main shortcoming that restricts the development of new productive forces is the lack of industrial foundation and sci-entific research conditions,rather than insufficient resource endowments.关键词
