跨域合作何以助推共同富裕:"飞地抱团"的政策迭代与集约治理机制探析
How Does Cross-domain Cooperation Boost Common Prosperity:An Analysis of the Policy Iteration and Intensive Governance Mechanism of"Enclave Group"

Abstract
Common prosperity is the essential requirement of socialism.Actively exploring the realistic path and governance innovation with Chinese characteristics is an important measure to promote common prosperity.From the cross-domain perspective,this study attempts to find out how cross-do-main cooperation promotes common prosperity.Based on the model path and the model innovation of cross-domain cooperation of"enclave group"in Pinghu,Zhejiang Province,the evolution and the key contents of the policy iteration of"enclave group"are clarified,and the logical mechanism and the operational mechanism of"enclave group"are revealed and explained,with a view to steadily promote common prosperity.The study found that the intensive governance of the cross-domain cooperation integrating four dimensions,which are"space-element-policy-topic",is the core element to real-ize the"enclave group"cooperation and boost the common prosperity.The advanced development of cross-domain cooperation of"village-town-city-province-cross-province"helps the policy iteration of"enclave group"develop from version 1.0 to version 5.0,highlighting the important content of in-tensive governance.The intensive governance mechanism of cross-domain intensive utilization of space,intensive integration of industrial elements,in-tensive adjustment of policy supply and intensive deliberation of core issues based on the concept of intensive development are the realistic ways to real-ize cross-domain cooperation and promote common prosperity.We should enable spatial governance with intensive thinking,and boost model innovation with policy iteration,so as to realize cross-domain"pair mutual assistance"and"agglomeration",and enrich the theoretical innovation of national gov-ernance and the practical path of common prosperity.关键词
