Social organization ties,national audit,and government subsidies

Abstract
As a means for governments to regulate and control the macroeconomy,government subsidies exert a great influence on regional economic development and corporate decision-making.The literature has investigated the determinants of firms'access to government subsidies from the perspective of governments'and firms'characteristics.However,there are few studies examining how third-party social organizations affect firms'access to government subsidies.The chamber of commerce is a typical third-party social organization that exists in China's capital market and can serve as a bridge between the government and firms to communicate with each other in regard to certain information and policies.Moreover,a firm's social connection with the chamber of commerce has gradually become an important part of its social network.As the social connection between firms and chambers of commerce is expected to enhance firms'ability to obtain scarce social resources,this study aims to examine the influence of entrepreneurs'part-time position in chambers of commerce on firms'access to government subsidies. This study employs a sample of China's A-share listed firms during the period 2004-2019 to examine the association between entrepreneurs'part-time position in chambers of commerce and firms'access to government subsidies.This study finds that:1)entrepreneurs'(including chairman and CEO)part-time position in chambers of commerce helps firms obtain more government subsidies.In other words,social organization ties formed by entrepreneurs'part-time position in chambers of commerce have a positive effect on the inclination of government resources.2)The positive association between entrepreneurs'part-time position in chambers of commerce and government subsidies is more pronounced in regions without national audit offices,indicating that the positive effect of entrepreneurs'part-time position in chambers of commerce on government resource inclination is contingent on the geographical distribution of national audit offices.3)The positive association between entrepreneurs'part-time position in chambers of commerce and government subsidies is more pronounced for non-state-owned enterprises,in economically less-developed regions,in regions with a lower level of marketization,in regions with a lower level of economic policy uncertainty,and in regions where government officials serve in their hometown.4)The channel tests show that entrepreneurs'part-time position in chambers of commerce exacerbates rent-seeking activities,and it also increases corporate social burden and promotes corporate social responsibility. As follows,this study makes several contributions:1)the literature pays more attention to the influence of government motivation,firm performance,and political connections on firms'access to government subsidies.This study reveals that entrepreneurs undertaking part-time positions in chambers of commerce are an effective way for firms to obtain more government subsidies,which contributes to the prior literature on the determinants of government subsidies from the perspective of social organization ties.2)Extant studies on national audits primarily aim to explore how to improve audit quality and audit effectiveness but shed little light on their influence on corporate behaviors.This study documents that national audit offices weaken the positive effect of entrepreneurs'part-time position in chambers of commerce on firms'access to government subsidies,which provides new evidence that national audits can effectively monitor the use of financial funds.3)This study also conducts cross-sectional analyses considering the nature of ultimate owners,economic development level,marketization level,economic policy uncertainty,and government officials'local identity.Thus,it contributes to the prior literature on the mechanisms regarding how entrepreneurs'social capital affects corporate behaviors and provides new research perspective and theoretical explanation for how to give full play to the value function of entrepreneurs'social capital.4)This study documents exacerbating rent-seeking activities,increasing corporate social burden,and promoting corporate social responsibility as the channels by which entrepreneurs'part-time position in chambers of commerce affects government subsidies,which helps to better understand how entrepreneurs'part-time position in chambers of commerce as an informal institution arrangement exerts its influence on firms'ability to obtain scarce social resources. The study identifies that entrepreneurs'part-time position in the chamber of commerce does not reduce the information asymmetry between government and firms but establishes social ties between government and firms and thus results in more government subsidies.This study takes chambers of commerce as the breakthrough point and reveals the behavioral logic behind government resource allocation.The conclusions have certain policy implications for deepening the organizational reform of chambers of commerce and strengthening the approval and supervision of government subsidies to facilitate the positive effect of government resource allocation.关键词
