系统生态论视域下马拉松赛事应急管理体系研究OA

Study on the Emergency Management System of Marathon Events from the Perspective of System Ecology

系统探索马拉松赛事应急管理体系,对我国马拉松赛事持续健康发展、助力体育强国战略贯彻实施具有关键性意义.运用文献资料法与逻辑分析法,从系统生态论视域下就马拉松赛事应急管理体系提出4要素分析框架,发现存在组织管理主体"两个不协同",保障管理条件"三个不适应",防控管理手段"四个不完善"等困境.为此,需坚持问题导向,从行政组织构架、多元主体协同机制组织管理主体,规章制度、人才队伍、科技赋能保障管理条件,应急预案、部门责任划分、责任溯源与监督、心理恢复机制防控管理手段等3方维度提出困境纾解之路,进一步构筑全灾种、多主体、齐要素、整过程的马拉松赛事应急管理体系治理格局.

Exploring the emergency management system for marathon events is of crucial significance for the sustainable and healthy development of marathon events in China and the implementation of the strategy of building a strong sports nation.Using the methods of literature review and logical analysis,this paper proposes a four element analysis framework for the emergency management system of marathon events from the perspective of system ecology.Based on this,it is found that there are difficulties such as two non coordina-tion of organizational management subjects,three non adaptation of guarantee management conditions,and four imperfections of preven-tion and control management methods.To this end,it is necessary to adhere to the problem-oriented,from the administrative organiza-tional structure,multi-subject synergistic mechanism organization and management of the main body,rules and regulations,talent,sci-ence and technology empowerment to protect the management conditions,emergency plans,departmental division of responsibility,re-sponsibility for the traceability and supervision,psychological recovery mechanism to prevent and control the management of the means of the three dimensions of the plight of the road to alleviate,and to further construct a full disaster,multi-subjects,all the elements of the entire process of the marathon emergency management system governance pattern.
