摘要

Abstract

Under the background of land and sea coordination,the coast guard is becoming more and more impor-tant as the main driving force of marine ecological environment protection.However,in practice,there are great obstacles for the coast guard to exercise the power of marine law enforcement,which are manifested in the unclear status of the judicial body of the coast guard,the bottleneck of the law enforcement linkage mechanism between the coast guard and other departments,and the uneven ability of law enforcement personnel.To this end,it is necessa-ry to strictly grasp the relevant legal provisions of the Coast Guard Law and the marine Environmental Protection Law of the People's Republic of China,balance the contradictions between the two laws,consolidate the coopera-tion mechanism between the coast guard and land law enforcement departments,further enhance the law enforce-ment capacity of the coast guard for marine ecological environmental protection,build a solid marine ecological bar-rier,and help build a maritime power.
