全面提升绿色发展效率是我国煤炭行业高质量发展面临的重点工作,解决煤炭行业绿色发展效率整体水平不高、区域绿色发展水平不均衡等突出问题,是加快我国能源革命和"双碳"战略进程的关键抓手.基于2008-2020年我国煤炭富集区15个省份煤炭行业的面板数据,构建考虑非期望产出和煤炭绿色生产特质的超效率SBM-GML模型和探索性空间数据分析模型,对煤炭行业的绿色发展效率和绿色全要素生产率进行测算,从行业和区域、静态和动态、时间和空间六维截面分析刻画我国煤炭行业绿色发展效率的空间格局和时空演化进程.结果表明,考察期内煤炭行业绿色发展效率呈现出波动上升的趋势,增长率超37%,整体均值相对较低,为0.646;我国煤炭富集区绿色发展效率有着明显的空间差异,煤炭区际的空间演化表现为西部地区—东北地区—中部地区—东部地区渐次递减的空间格局;煤炭富集区15个省份的空间演化具有显著的正相关性,相邻省份的煤炭行业绿色发展效率存在空间依赖性,地理集聚逐渐增强,且局部自相关主要表现为高-高集聚(H-H)、低-高集聚(L-H)和低-低集聚(L-L),空间差异呈现逐渐减弱趋势,"马太效应"明显;煤炭行业绿色全要素生产率亦呈现出增长趋势,平均增长了 5.9%,年均增长率为3.7%.绿色全要素生产率的提高主要源自技术进步,技术进步可以抵消由于技术效率低下带来的负向影响.

Comprehensively improving the efficiency of green development is the main task for the high-quality development of the coal industry of China,and addressing prominent problems such as the over-all low green development efficiency and uneven regional green development level in the coal industry is the key lever to accelerate the energy revolution and the"dual carbon"strategic process.Based on the panel data of the coal industry in 15 provinces in China's coal-rich areas from 2008 to 2020,a su-per-efficient SBM-GML model and an exploratory spatial data analysis model considering the charac-teristics of undesirable output and green coal green production were constructed to measure the green development efficiency and green total factor productivity of the coal industry,and the spatial pattern and spatiotemporal evolution process of the green development efficiency of China's coal industry were analyzed and described from the six-dimensional cross-sections of industry and region,static and dy-namic,time and space..The results indicate:During the inspection period,the green development effi-ciency of the coal industry showed a fluctuating upward trend,with a growth rate of over 37%and a relatively low overall average of 0.646;There are significant spatial differences in the green develop-ment efficiency of the China's coal-rich areas,and the spatial evolution is manifested as a gradually decreasing spatial pattern from the western region to the northeast region,the central region and the eastern region.The spatial evolution has a significant positive corr-elation,and the green development efficiency of the coal industry in adjacent provinces has a spatial dependence,with a slow growth trend in geographical agglomeration.Local agglomeration evolution mainly manifests as high-high agglomera-tion(H-H),low-high agglomeration(L-H)and low-low agglomeration(L-L),with spatial differ-ences showing a gradual weakening trend and obvious"Matthew Effect";The green total factor produc-tivity of the coal industry also shows a growth trend,with an average increase of 5.9%in green total factor productivity and an average annual growth rate of 3.7%.The improvement of green total factor productivity in the coal industry mainly comes from technological progress,which can offset the negative impact caused by low technological efficiency.
