The Evolution Logic of China's Farmland Fragmentation Governance Policy

Abstract
It is of great practical significance to analyse the evolution law of the policy on the governance of agricultural land fragmentation to further improve the policy system and institutional norms in the new period.This paper selects 82 policy texts of farmland fragmentation governance issued by the central government from 1986 to 2023,and uses the quantitative analysis method of policy texts to construct a two-dimensional analysis framework from three perspectives of policy tools,policy types and policy evolution stages.It is helpful to deeply analyze the internal logic of policy adjustment and policy tool combination innovation of farmland fragmentation governance,to understand and understand the implementation law of farmland fragmentation governance policy rural revitalization and agricultural and rural modernization.The results show that at all stages of the innovation and development of China's farmland fragmentation governance policy,the agricultural and rural development strategy,the institutional environment and the characteristics of the times have an important impact on the number of farmland fragmentation governance policy texts,policy objectives,and the choice and use of policy tools.The central government has used policy tools to solve the problem of farmland fragmentation governance,and has gradually changed from a single policy tool to a combination of innovative use of multiple policy tools to achieve the policy objectives of farmland fragmentation governance at different development stages.关键词
