The Impact of Incentive and Constraint Regulations on the Use of Biopesticides by Cooperative Members

Abstract
Based on the micro survey data of 541 citrus cooperative members in Sichuan province,the IPWRA model is used for empirical analysis to explore the impact and differences of cooperative heterogeneity regulation on the use of biopesticides by its members,in order to provide policy recommendations for improving the efficiency of cooperative regulation and promoting the use of biopesticides by farmers.The results show that cooperative regulation has a significant positive impact on the use of biopesticides by members,and the promoting effect of cooperative restrictive regulation is more significant;There is a superimposed effect between incentive and restrictive regulations in cooperatives;The incentive regulation of cooperatives has a more significant promoting effect on members with smaller age and planting scale,while the restrictive regulation of cooperatives has a greater impact on members with shorter planting years.Based on this,two suggestions are proposed:firstly,to diversify the regulation of cooperatives,implement both kindness and authority,and build a cooperative regulation system with supervision and constraint as the main focus and diverse incentives as the auxiliary;Secondly,classified policies should be implemented,and for young small-scale business owners,the regulation of cooperatives should focus on incentives;For members who have just started planting,the regulation of cooperatives should be mainly restrictive.关键词
